Abstract
Socijalno osiguranje s pripadajućim sustavima i načinom prikupljanja sredstava, doprinosa je od strateškog značaja za svaku drţavu iz razloga što predstavlja vaţnost graĎanima jer se svaki kroz ţivot susreće i ovisi o njima. Stoga osiguravanje financiranja je vaţna zadaća za vlast. Problemi utaje i izbjegavanja doprinosa socijalnog osiguranja uvelike oteţava odrţivost i financiranje istog. Siva ekonomija i njeni čimbenici pogaĎaju sustave socijalnog osiguranja direktno i indirektno. Europska Unija, odnosno članice koje su pogoĎene gubitkom sredstava, a koje je izraţenije u drţavama koje su u prošlosti bile socijalističkog ureĎenja kako je pokazalo istraţivanje, gube sredstva koja su namijenjena društvenoj koristi.Smanjivanje utjecaja sive ekonomije na socijalno osiguranje zahtjeva reforme, kao poboljšavanje zakonskih normi, kvalitetnije i učinkovitije kontrole, obrazovanje graĎana, povećanje morala kako bi se oslobodili i racionalno iskoristili potrebni resursi koji biotklonili poteškoće s financiranjem i poboljšali ţivot graĎanima, što je u konačnici glavna svrha.
Abstract (english)
Social security with associated systems and its ways to raise funds, contributions is of strategic importance for each country, on the grounds that represent the importance for citizens because each through life encounters and depends on them. Therefore, ensuring the financing is an important task for the government. Problems of evasion and avoidance of social security contributions greatly complicates the viability and financing of the same. The gray economy and its factors affect social security systems directly and indirectly. The European Union, whose members are affected by the loss of funds, which is more pronounced in countries that have in the past been off communist arrangement as the study found, are losing resources provided for social benefits. Reducing the impact of the grey economy to social security requires reforms, such as improvement of legal standards, better and more effective control, education of citizens, moral increase in order to free and rationally used those necessary resources which would eliminate the difficulties with funding and improve the lives of citizens, which is ultimately the main purpose.
