Abstract
Monetizacija autocesta je način ostvarivanja prinosa od imovine u sadašnjem vremenu koje za posljedicu ima prepuštanje upravljanja autocestama koncesionaru ili drugom upravitelju. Najveći nedostatci tog procesa ogledaju se u gubljenju kontrole nad strateški važnom imovinom koja je definirana kao prirodni monopol i izloženost plaćanju visokih subvencija i naknada za koje se vlada obvezuje ugovorom. U nekim slučajevima preuzimanje autocesta od strane koncesionara rezultirati će racionalnijim poslovanjem, pa po proteku koncesije država pod kontrolu vraća autoceste koje u tom slučaju imaju održiv poslovni model. Praksa je pokazala da su cijene cestarine skuplje na dionicama kojima upravlja koncesionar nego u slučaju dionicama kojima upravlja državno poduzeće i tome se na kraj ne može stati niti utvrđivanjem ograničavajućih formula za visinu cestarine. Za uspješan model monetizacije autocesta od krucijalne je važnosti odabir kvalitetne ponude koja nudi što manje rizika za dugoročnu stabilnost državnih financija.
Abstract (english)
Highway monetization is a way of generating a return on assets in real-time which leads to giving up control of highways management to concessionaire or other manager. The biggest deficiencies of this process are reflected in the loss of control over strategically important assets that are defined as natural monopoly and exposure to the payments of high subsidies and fees to which government is commited to by contract. In some cases, the takeover of highways by conccessionaire will result in more rational businessoperations so after the concession expires the state regaines control over highways with sustainable business model. Practice has shown that toll prices are higher for sections managed by concessionaire than in case of sections managed by state-owned company and that can't be fixed just by defining formula which limits toll at upper limit.It is crucial to choose a good offer that expose government to as less as possible risk for the long-term stability of public finances.
