As a growing global industry, tourism generates its specific labor market which does not include only hospitality, but much wider spectrum of touristic activities which are strongly connected with other economic sectors. Many countries around the world are confronting with a problem of labor force shortage in tourism and hospitality industry due to growing tourist demand. That is why labor force shortages are often substituted with labor force migration. There is global trend of growing migration population and a share of 24% migrants are living in northern, southern and western Europe. Even a share of 64% global migrants are migrant workers. Countries are possible to classify based on migration patterns according to stage of emigration and immigration and Republic of Croatia because of negative migration balance can be compared with countries such as Czech Republic, Hungary, Poland and Turkey, but in context of jobs that employ the most of foreign workers, and those are the jobs that do not require high skills and qualifications, the similarity with countries as Italy, Greece, Portugal and Spain is notable. According to regional analysis of migration patterns, Croatia belongs to Europe – the region which apart from significant number of migrants also records growth in elderly population share and negative demographic trends reflected on labor markets. Continuous tourist demand growth and pressures on domestic labor market led to major growth of labor force migration in tourism and hospitality in 2018. which has continued in following year. Increased employment quotas for foreign workers have shown high utilization rates. Most of the foreign workers in Croatia are coming traditionally from neighboring countries – Bosnia and Herzegovina and Serbia, but the share of Ukrainian and Italian workers is also not negligible. Considering the fact that uncontrolled labor force migration and unrestrained employment of foreign workers in tourism industry may have repercussions on experiences and satisfaction of consumers – tourists, it is necessary to carefully plan an immigration policy of the country and to encourage employment of the locals in tourism and hospitality.
