Abstract
Fiskalna decentralizacija je postala neizostavan dio razvoja svih sustava lokalne samouprave u suvremenim državama. Ni Republika Hrvatska ne predstavlja iznimku, iako se decentralizaciji ovdje ne pristupa na način koji je poželjan za razvoj cjelokupne teritorijalne samouprave. U prilog tome govori sve veći broj članaka u dostupnoj literaturi na temu fiskalne decentralizacije i problema prilikom implementacije iste. Prilikom određivanja stupnja decentralizacije Republike Hrvatske, jednostavan odgovor nije bio pronađen. S jedne strane, napredak postoji i vidljiv je svakih nekoliko godina, a s druge strane spor je i periodičan, umjesto da bude konstantan. Također, taj napredak uvelike je usporen pojavama kriza, budući da one dovode do smanjenja financija koje mogu biti alocirane lokalnim i regionalnim jedinicama samouprave. Imajući na umu da se krize pojavljuju relativno brzo, zaključak je ovog preglednog rada da država treba poduzeti određene korake poput uspostave balansiranog sustava distribucije financija te formiranja strogog proračunskog plana, kako bi bila u mogućnosti što efektivnije implementirati proces potpune decentralizacije koja je u skladu s trendovima većine razvijenih zemalja.
Abstract (english)
Fiscal decentralization has become an unavoidable part of every local municipal system development in modern countries. Not even Republic of Croatia is an exception here, even though the problem of decentralization is not adequately addressed. An increasing number of articles in academic literature about fiscal decentralization only serves to prove the existence of numerous issues and problems regarding the implementation of the above mentioned. No easy answer has been found regarding the degree of decentraliation in Croatia. On the first hand, progress exists and it's visible throughout the years, while in the other, it's known to be slow and peridocal instead of consistent. Also, it's been further slowed down due to the crisis, as they lead to smaller amounts of finances allocated into the municipal and local self-administration. Judging by the ever faster crisis development in global economies today, the conclusion of this paper is that Republic of Croatia needs to pertake certain steps such as establishing a balanced system of finance distribution and budgeting, so that it would be able to implement the process of complete decentralization in a way that is efficient and in accord with the trends of bigger, more developed countries.
