Abstract
Javni rashodi su izdaci države potrebi za podmirivanje dobara i usluga od zajedničkog interesa. Sama visina javnih rashoda nije toliko bitna koliko njena učinkovitost i struktura. Tako struktura javnih rashoda se može razmotriti sa ekonomskog i funkcijskog stajališta. Promatrajući sa ekonomskog aspekta, najveći dio javnih rashoda u RH se odnosi na rashode za zaposlene i socijalne naknade. S druge strane, najveći dio javnih rashoda u RH prema funkcijskom aspektu čine rashodi za zaštitu okoliša, opće javne usluge i zdravstvo. Također je bitna održivost javnih rashoda što dodatno otežava trenutačna situacija u vezi pandemije koroavirusa.
Abstract (english)
Public expenditures are necessary to cover goods and services of common interest. The amount of public expenditure itself is not as important as its efficiency and structure. Thus the structure of public expenditures can be considered from an economic and functional point of view. From an economic point of view, the largest part of public expenditures in the Republic of Croatia relates to expenditures for employees and social benefits. On the other hand, the largest part of public expenditures in the Republic of Croatia, according to the functional aspect, consists of expenditures for environmental protection, general public services and health care. The sustainability of public spending is also important, which is further aggravated by the current situation regarding the coroavirus pandemic.
