Abstract
Problem istraživanja ovog rada je proračun jedinica lokalne samouprave na primjeru Splitsko-dalmatinske županije, odnosno javni rashodi županije. Javni rashodi su kategorija državnog proračuna koja je tu s ciljem zadovoljavanja javnih potreba. Za pravilno funkcioniranje i organizaciju sustava potrebne su dobro razvijene jedinice lokalne samouprave. Ponekad te jedinice se ne mogu nositi s financijama i tada je potrebna intervencija od središnjih vlasti. U radu su istraživani rashodi Splitsko-dalmatinske županije na primjeru gradova (Split, Vrgorac, Stari Grad) i općina (Muć, Okrug,Brela) koje se međusobno razlikuju kako po geografskom položaju, tako i po broju stanovnika i stupnju gospodarske razvijenosti. Na osnovu analize navedenih gradova i općina možemo zaključiti da razvijeniji gradovi veći dio ukupnih rashoda izdvaja na subvencije i pomoći dane u inozemstvo nego li manje razvijeni koji pak veći dio rashoda izdvajaju na “nephodnije” rashode poput materijalnih rashoda i rashoda za zaposlene. Na osnovu navedenog zaključujemo da se ne izdvaja jednak dio od ukupnih rashoda na svaki rashodovni razred kod manje razvijenih gradova i onih sa višim stupnjom razvijenosti.
Abstract (english)
The problem of researching this paper is the budget unit of local self-government on the example of the Split-Dalmatia County, ie the public expenditures of the county. Public expenditure on the category of the state budget that is there to meet public needs. For proper functioning and organizational system, local self-government units could be well developed. Sometimes units cannot handle finances and then they need help of the central government. The paper examines the expenditures of the Split-Dalmatia County on the example of cities (Split, Vrgorac, Stari Grad) and municipalities (Muć, Okrug, Brela) that differ in terms of geographical location, population and level of economic development. Based on the analysis of these cities and municipalities, we can conclude that more developed cities allocate most of the total expenditures on subsidies and assistance given abroad than less developed ones which allocate most of the expenditures on "more necessary" expenditures 40 such as material expenditures and employee expenditures. Based on the above, we conclude that an equal part of the total expenditures is not allocated for each expenditure class in less developed cities and those with a higher degree of development.
