Abstract
Upravljanje javnim dugom u Republici Hrvatskoj regulirano je cijelim nizom zakonskih i podzakonskih propisa, a pritom je donesen cijeli niz strategija koje obuhvaćaju analize i proceduru upravljanja javnim dugom. Povijesno gledano, Republika Hrvatska nakon osamostaljenja preuzela je dio javnog duga iz bivše SFRJ države, pa je samim time već 1997. godine taj dug iznosio više od 2,5 mil. tadašnjih njemačkih maraka. Kako bi se osigurala stabilnosti i započelo s obnovom ratno stradalih područja Hrvatska je prodavala vrijednosnice te na takav način vraćala javni dug iz bivše države. Danas, kada je riječ o upravljanju javnim dugom važno je istaknuti kako zakonski propisi pružaju jasno uporište za upravljanje istim, a od ključne važnosti su nadležne institucije poput Ministarstva financija i drugih institucija koje donose jasne strateške planove za upravljanje javnim dugom.
Abstract (english)
Public debt management in the Republic of Croatia is regulated by a number of laws and bylaws, and a number of strategies have been adopted, which include analyzes and public debt management procedures. Historically, after independence, the Republic of Croatia took over part of the public debt from the former SFRY state, so in 1997 the debt amounted to more than 2.5 million German marks. In order to ensure stability and start rebuilding war-torn areas, Croatia sold securities and thus repaid public debt from the former state. Today, when it comes to public debt management, it is important to point out that legislation provides a clear basis for managing it, and competent institutions such as the Ministry of Finance and other institutions that adopt clear strategic plans for public debt management are crucial.
