Abstract
In recent years, health has become a specific tourism niche, within which three forms of tourism have emerged: medical, wellness, and spa. Given that Croatia is still mostly oriented towards sun, sea and sand tourism and that it is characterized by mass tourism, in recent years the need to change the management of the tourism destination and to focus on sustainable forms of tourism has arisen. Given that the habits of tourists are changing, a healthy lifestyle is becoming a global trend, many destinations are increasingly turning to improving their offer in health tourism. The main potentials and pillars of the future development of health tourism in the Republic of Croatia are high-quality and professional employees, diversity of natural wealth, ecological qualities of the area, medicinal waters, the sea, beneficial climate, healthy food, and the safety of the destination. Currently, the most diverse range of health tourism in Croatia is provided by spas, special hospitals for medical rehabilitation and trading companies for health activities. In order to determine the level of development of health tourism in Croatia and what still needs to be done to further improve this form of tourism, a comparison was made with five countries with which Croatia is connected as part of the SEA-EU alliance. The benchmark analysis established that Croatia has a lot of good management practices and has implemented health tourism in its legal and strategic framework, however, there is always scope for progress and further development of the offer. The results of the analysis indicated potential changes that need to be made not only in Croatia, but also in the European Union.

Zdravlje je posljednjih godina postalo specifična turistička niša, unutar koje su nastala tri oblika turizma: medicinski, wellness, i spa. Obzirom da je Hrvatska još uvijek najviše orijentirana na kupališni turizam i da ju karakterizira masovnost u turizmu, posljednjih godina pojavljuje se potreba za promjenom u upravljanju turističkom destinacijom i za usmjeravanjem na održive oblike turizma. Obzirom da se mijenjaju navike turista, a zdravi način života postaje globalni trend, brojne destinacije sve više se okreću ka unapređenju ponude u okviru zdravstvenog turizma. Glavni potencijali i stupovi budućeg razvoja zdravstvenog turizma u Republici Hrvatskoj su kvalitetni i stručni zaposlenici, raznolikost prirodnog bogatstva, ekološke kvalitete prostora, ljekovite vode, more, blagotvorno podneblje, zdrava hrana i sigurnost destinacije. Trenutno najširu ponudu u okviru zdravstvenog turizma u Hrvatskoj nude lječilišta, specijalne bolnice za medicinsku rehabilitaciju i trgovačka društva za obavljanje zdravstvene djelatnosti. Da bi se ustanovilo na kojem stupnju razvoja zdravstvenog turizma je Hrvatska i što još treba učiniti kako bi ovaj turistički oblik još više unaprijedila, u ovom radu napravljena je usporedba s pet zemalja s kojima je Hrvatska povezana u sklopu SEA-EU saveza. Benchmark analizom ustanovljeno je kako Hrvatska ima dosta dobre prakse upravljanja i zdravstveni turizam je implementirala u svoj pravni i strateški okvir, međutim, uvijek ostaje prostora za napredak i daljnje unapređenje ponude. Rezultati analize ukazali su na potencijalne promjene koje je potrebno napraviti u Hrvatskoj, ali i na području Europske unije.
