The problem of work is the financing of public needs at the level of local selfgovernment units in the Republic of Croatia. The subject of the research is "new" sources of financing that local units can use to finance public needs. In this paper, the issue of municipal bonds, the use of European Union funds and crowdfunding platforms are considered "new" sources of financing. The aim of the paper is to show the historical aspect of the development of the decentralization process in the Republic of Croatia, to indicate the structure and number of local self-government units in the Republic of Croatia, to analyze the degree of underdevelopment of local selfgovernment units in the Republic of Croatia and the differences that exist between them in this regard, to determine the link between the level of development and the fiscal capacity of local governments self-governing units in the Republic of Croatia, analyze the fiscal sources of funding for local self-governing units, analyze new sources of financing for local self-governing units - borrowing through the issue of municipal bonds, the use of European Union funds and the Crowdfunding platform, and on the specific example of the Municipality of "Sutivan" determine the effectiveness of new sources of financing considering the achieved goals . The results of the research show that the Municipality of Sutivan uses EU funds from the mentioned "new" sources of financing with the aim of implementing the desired projects.
