Abstract
U završnom radu objašnjava se pojam, struktura i funkcije proračuna jedinica lokalne samouprave. Osnovni cilj rada je provođenje analize financijskih izvještaja Grada Splita podjelom na javne prihode i rashode i promatranje njihovih kretanja u razdoblju od 2018. do 2020. godine. Ukupni prihodi i primici te rashodi i izdaci su zabilježili pad u 2020. godini uslijed oslabljene gospodarske djelatnosti. U nastavku je analiziran fiskalni kapacitet Grada Splita koji pokazuje nepovoljniji fiskalni položaj Grada Splita u 2020. godini u odnosu na prethodne.
Abstract (english)
The final paper explains the concept, structure and functions of the budget of local self-government units. The main goal of this paper is to analyze the financial statements of the City of Split by dividing them into public revenues and expenditures and to observe their movements in the period from 2018 to 2020. Total revenues and expenditures decreased in 2020 due to weakened economic activity. The fiscal capacity of the City of Split is analyzed below, which shows a more unfavorable fiscal position of the City of Split in 2020 compared to the previous ones.
