The postal sector is a very important infrastructure that provides access to the network and provides services that are a key factor for the development of the economy and the general development of the society. The Republic of Croatia joins the European Union in 2013. Although liberalization has begun officially prior to accession, accession to the EU greatly contributes to the development of the postal system, and there has been an increase in service providers over that period compared to the previous year. The basic law for the postal market is the Postal Services Act, which also enters into force in 2013. More precisely, 1st January. The regulation on the postal market, as well as the control of whether the providers of postal services of legal regulations is controled by HAKOM, which has also established three regulations on performing postal services. There are also stipulated conditions that must be met in order for the postal service provider to have a license to operate in the market, while universal services, is the quality of their performance, are performed every 5 years, and in the case of negative results the Agency conducts a public tender to find a more qualified provider of service. Postal services may be of a production or personal character, either where they create a new product or allow users to exchange mail. The Internet has definitely brought many changes to the postal world, and in many places it has become a substitute for postal services. The Republic of Croatia based on competitiveness indicators is in the transition phase, and trying to use innovations to achieve further development. The Postal Services Law consists of 16 Chapters and a total of 74 articles that have been made by the Croatian Parliament, and a revised version (with minor compensations from NN 114/12, 153/13, 78/15) effective from 18.07.2015 . year.
