Entrepreneurship as a term of 4,000 years has many definitions, and the simplest way to define it as an economic activity of an individual or multiple partners is to enter into a business venture with the aim of generating profits with a certain capital investment and risk taking with uncertainty. The entrepreneur is the one who takes something that takes the initiative in the economic field and dares to the success or failure of his own entrepreneurial activity. An entrepreneur can run his business in three ways - the first and most demanding way is to start a new business from scratch, then buy an existing business, and there is another way that makes it easier to start a business, which is a franchise purchase. In Croatia, entrepreneurial environments still have more restrictive and stimulating entrepreneurial activity, and entrepreneurs are more likely to start entrepreneurship more in need instead of opportunity. The empirical part of the work consists of the comparisons that we have made based on the research carried out by the most famous world institutions for entrepreneurship. The GEM (GlobalEntrepreneurship Monitor), CEPOR (Small and Medium Enterprises and Entrepreneurship Development Policy Center), Doing Business in the European Union and Hofstede Insights have been used. In this part we compared Croatia with the European Union countries, then carried out a comparison within the cities of Croatia and finally the cultural comparison of Croatia with the two leading world states in entrepreneurship.
