Human resources (people) need daily training because they are important to the development of this society. New knowledge, skills and ideas are needed to revive the competitiveness within organizations in the market. The Republic of Croatia in particularly still has insufficient attention to human resources and as a result is risking a loss of young working-age people within the population. So too, the educational system in Croatia is not well suited to the labor market, and for those people that put great effort in learning and having the right skills for the working environment, very little important is given. As a result of this, very few Croatian companies realize how important continued education is in Croatia because the government do not put the correct emphasis upon it. Therefore unemployment is at a high rate. The predominant long-term unemployment rates, especially among the less educated and older groups of people, and economic progress, heavily depends on the size of the working age population. Employers need to constantly motivate the fulfillment of the goals of the company, as well as personal interests of their employees but this requires a good manager of human resources. Furthermore, in Croatia companies still have not developed a practice of human resources management which means that training employees and ensuring the right people are suited for the role is quite poor. It is necessary to develop a strategy for a human resources objective which will allow maximum development and use of human capabilities in order to increase business performance.
