Abstract
Monopol je tržišna struktura na kojoj se javlja jedan ponuđač, pri čemu ostali konkurenti imaju toliko imali tržišni postotak da ne mogu pokriti troškove poslovanja ili čak ne postoje. U ovakvom slučaju, monopolist ima moć određivanja cijena jer potrošači nemaju drugog konkurenta kod kojeg mogu otići. Postoji nekoliko razloga za nastanak monopola, a najčešći su visoki troškovi za konkurente, niska potencijalna dobit neprivlačna je za konkurente te vlasništvo nad ključnim resursom. Postoje još pojedini uzroci no oni isto tako ovise o tržištu proizvoda ili usluga o kojem se u tom trenutku govori. Na tržištu na kojem prevladava monopol često postoji diskriminacija cijena, koja se javlja u tri stupnja. Sprječavanje diskriminacije cijena je regulirano Zakonom o zaštiti tržišnog natjecanja koji uređuje pravila i sustav mjera za zaštitu tržišnog natjecanja, ovlasti i zadaće te ustrojstvo tijela za zaštitu tržišnog natjecanja. Bitno e istaknuti i kako u RH postoje tri velike mobilne mreže, odnosno telekom operatera, a to su T-Mobile (H1 telekom), A1 i Tele2. Niti jedan od njih se ne može smatrati monopolistom, jer ne postoji samo jedan ponuđač koji određuje cijene pri čemu se drugi njemu prilagođavaju. Tržište telekom operatera u RH se tako može smatrati tržištem oligopola.
Abstract (english)
A imonopoly is a market structure in which one bidder appears, which is why other competitors have so small market percentages that they cannot disclose operating costs or do not even exist. In this case, the monopolist has the power to set the price because consumers have no other competition to go to. There are several reasons for the emergence of monopolies, and the most common are high costs for competitors, low potential profits are unattractive to competition and ownership of key resources. There are other causes that do not depend on the product market or service being spoken at the time. In a market dominated by monopoly, there is often price discrimination, which occurs in three stages. The prevention of price discrimination is regulated by the Competition Act, which sets out the rules and system of measures for the protection of competition, the powers and tasks of the organization of competition authorities. It is mportant to point out that there are three large mobile networks in Croatia, ie the telecom operator, namely T-Mobile (H1 telekom), A1 and Tele2. None of them can be considered a monopolist, because there is not only one bidder who sets prices and others adjust to it. The market of telecom operators in Croatia can thus be considered a market oligopoly.
